ESTONIA: EKsL: the number of staged insurance fraud cases was the highest ever last year

1 April 2025 — Marina MAGNAVAL
According to the Estonian Insurance Association (EKsL), insurance investigators proved 561 insurance frauds committed last year, with attempts to defraud over EUR 2 million. The Association noted that the number of staged or intentionally provoked insurance cases was the highest ever last year - 160 cases with a total amount of EUR 800 thousand.

“In order to obtain insurance compensation, fraudsters staged 90 accidents and about 20 cases for motor insurance. The long-lasting economic recession has given impetus to staging of insurance cases. In addition to "professional" fraudsters, attempts by ordinary customers to exchange old or worn-out items for new ones through insurance fraud have also increased", explained Ülli Reimets, head of the loss prevention department at the EKsL.

“Insurance companies compensate for losses from the insurance premiums collected. If we cover losses of the fraudsters, then everyone pays more for insurance”, added Reimets. In 2024, the largest increase in the number of frauds was in accident, life and health insurance.
