GEORGIA: Health insurance occupies about 42% of the insurance market

2 June 2025 — Marina MAGNAVAL
The health insurance market in Georgia in 2024 increased by 19.5% to GEL 533.8 million (~EUR 182.14 million), NEWSGEORGIA writes with reference to the sector review from TBC Capital.

It is noted that the health market growth is supported by an increase in the number of insured - over 1.13 million policies, which is 15.4% more than in 2023, and, as a result, an increase in claims paid by 14%, amounting to GEL 358.7 million (~EUR 122.39 million). Health insurance currently occupies about 42% of the Georgian market.

The Universal Healthcare Program (UHC) plays a key role in the healthcare system of Georgia. In 2024, UHC funding remained robust at GEL 1.04 billion, accounting for 51% of total healthcare expenditure—still above pre-pandemic levels. However, statistics show that a significant portion of health care costs are still paid directly by citizens (out-of-pocket expenditures), which creates a high financial burden on the population, the source writes.

According to the national health strategy, by 2030 it is planned to reduce the share of direct costs to 25% by expanding public funding, increasing coverage of insurance programs and strengthening the primary health care system.
