KYRGYZSTAN: the last step taken to fully implement MTPL insurance from January 1, 2023

The Ministry of Economy and Commerce of Kyrgyzstan presented an amendment to the legislation of the republic, which will allow the government to fully launch MTPL insurance. This addition to the road traffic rules of the Kyrgyz Republic will oblige drivers, at the request of inspectors of the patrol service, to present an insurance policy for verification, the source wrote.

At present, vehicles registered abroad but located in the country, public transport, trucks and cars that are used to transport passengers are subject to mandatory insurance in Kyrgyzstan. From January 1, 2023, all vehicle owners will have to do this.

"Absence of an insurance policy in the list of documents leads to lengthy legal proceedings between an injured party and the initiator of an accident. This could have been avoided in the case of insurance compensation", the ministry explained.

The law on MTPL in Kyrgyzstan was adopted in the summer of 2015, it was supposed to come into force in 2016, but the date was postponed to the beginning of 2019, then the government decided to make a phase introduction: from July 2021, MTPL policy must be purchased by owners of vehicles located in the territory of the republic, but registered abroad, from January 2022 - by owners of public transport, trucks and vehicles carrying passengers, from January 1, 2023 this requirement will also apply to owners of private vehicles.
