The persistent and continuous efforts of insurance organizations and associations of insurers, and the growing attention of authorities to the problem of combating insurance fraud have begun to show some positive results in Russia.
However, the problem is still very far from being solved and insurance fraud continues to cause huge damage for Russian insurers. From the insurance economy point of view, fraud affects the insurance tariffs, causing additional costs for insurers. In compulsory types of insurance (especially MTPL insurance), it worsens the financial stability of insurers. At the same time, there is an increasing number of episodic activities of some unscrupulous citizens in a well-organized and very large-scale criminal business.
In 1H2017, the number of concluded MTPL agreements went down by almost 8%. Moreover, GWP on the MTPL insurance segment decreased by 4.01%, while in 1H2016, the growth of GWP compared to 1H2015 was 21%.
At the same time, statistical data published by the Russian Association of Motor Insurers (RAMI) shows that the number of regions with an average MTPL payment over RUB 100 thousand had tripled its growth. By comparison, average MTPL payment in Russia is about RUB 78.6 thousand (in 1H2016: RUB 64.8 thousand). In 14 regions, the average MTPL payment exceeds RUB 100 thousand, while in the similar period of 2016 the number of regions with the same exceeded payment was only 5.
The international conference "Barrier-2017. Combating Insurance Fraud - prophylactics, protection, investigation" will be an important step in combating insurance fraud. Besides the measurers which were already taken by competent authorities, it is necessary to take in consideration the international experience.
