UKRAINE: MTIBU records a 37% decrease in complaints against MTPL insurers

In 2025, the MTIBU (Motor Transport Insurance Bureau of Ukraine) received 446 complaints against MTPL insurers vs 740 the previous year, representing a 37% decrease, Forinsurer writes.

In 2025, insurance companies settled 150,982 claims from road accident victims under domestic MTPL. The total paid claims exceeded UAH 6.8 billion (~EUR 0.14 billion). Year-on-year, the number of settled claims increased by 6.24%, while the amount increased by 41.4%, indicating a sharp rise in the average insured loss.

It is noted that two factors affected the growth in the number of complaints: first, market cleansing and a reduction in the number of insurers. Over the past two years, companies that systematically failed to meet their obligations or had financial discipline issues have left the MTIBU. Secondly, the legislation on compulsory MTPL has been updated. Settlement procedures have become clearer. The new MTPL law has significantly strengthened legal protection of injured parties. The Bureau noted that a direct settlement mechanism has been launched.

The average MTPL paid claim in 2025 increased by 33% y-o-y. According to the MTIBU, the increase is due not only to the implementation of updated provisions of the MTPL Law but also to general market factors, primarily increased cost of vehicle repairs and a rise in the number of road accidents.
