UKRAINE: in 1H2021 MTIBU paid to victims of road accidents over UAH 141 million, which is 36% more y-o-y

Payments of MTIBU (Motor (Transport) Insurance Bureau of Ukraine) for January-June 2021 from the Victim Protection Fund of the Bureau amounted to UAH 141.7 million (~EUR 32.34 million*). Compared to the same period in 2020, the number of payments increased by 18.6%, while the amount increased by 36%, the Bureau reports.

The largest number of payments was made for the damage caused by the owners of uninsured vehicles (those responsible for road accidents without valid MTPL policies) - UAH 95.8 million. The number of payments in this category increased by 22.5%, and the amount - by 40.3%. The share of payments for uninsured vehicles in the total number of the MTIBU's payments reached almost 63.1%, and in the total amount of payments - 67.6% with a slight increase y-o-y.

The number of payments for drivers of privileged categories also increased - by 25.1%, and the amount - by 45.3% to UAH 26.4 million. The share of payments for the drivers of privileged categories is 19.4% in terms of quantity and 18.6% in terms of the amount in total MTIBU's payments, the Bureau said in a press release.

In 1H2021 MTIBU paid almost UAH 3.4 million under MTPL obligations for insurers declared bankrupt, which is 69.1% less than in the same period last year (this is because during 2020 the Bureau made most of payments for several insurers that went bankrupt). Under the obligations of companies that have ceased operations in the MTPL market, but have not yet been declared bankrupt, payments made by returning the base guaranteed contribution of such insurers to the MTIBU fund reached UAH 12.2 million, which is almost three times more than in the first half of 2020.

General Director of MTIBU Vladimir SHEVCHENKO noted: "Recently, work on the MTPL draft law has been resumed. MTIBU repeatedly stated that unfair terms of payments for companies that have left the market should be changed. We insist that the new law establishes a rule, according to which the Bureau will be able to start making regular payments for insurers, who failed to fulfill their obligations, after a strictly defined period, regardless of the formal procedures for their bankruptcy", he said.
