UKRAINE: the largest part of compensations from the MTIBU guarantee funds in 2020 was paid for uninsured vehicles

In 2020, MTIBU (Motor (Transport) Insurance Bureau of Ukraine) paid to victims of road accidents from the Victim Protection Fund over UAH 215.7 million (~EUR 6.2 million*). At the same time, the number of payments decreased by 10.6% y-o-y, while the amount remained almost unchanged (+1.8%), according to the Bureau's press release.

The decrease in the number of payments was due to a significant reduction in payments for bankrupt insurers and companies that left MTPL market due to non-fulfillment of obligations to victims of road accidents.

The largest part of compensations was paid for uninsured vehicles - in 2020, MTIBU made such payments for a total amount of over UAH 148 million, which is 34.9% more y-o-y. The share in the total amount of payments from the Victim Protection Fund is 69% (against 52% a year ago).

In 2020, the amount of payments under MTPL obligations of insurers declared bankrupt decreased by 69%, and the share of such payments in the total amount reached only 6.1%. Payments here reduced because in 2019 MTIBU made payments for bankrupt insurers in an amount that was significantly higher than in all previous years.

Another significant and constantly growing item of payments is for drivers of privileged categories. In 2020, a record number of such payments were made with an increase of 18% and for a total amount of UAH 37.4 million (+26.5%). The share of such payments in the total amount increased from 13.9% to 17.3%.

"Last year we paid a record amount for drivers who neglected to conclude an MTPL agreement. This is a sad record. A large number of uninsured vehicles means that millions of decent drivers who have MTPL agreements actually pay not only for themselves, but also for those who do not believe they need MTPL policy, because "nothing will happen". It is necessary to unite the efforts of the legislators, the Ministry of Internal Affairs, insurers and MTIBU for the earliest possible systemic solution of this problem", commented the Director General of MTIBU Vladimir SHEVCHENKO.
