BULGARIA: Third-party liability insurance prices return to the level of five years ago

The average price of motor third party liability insurance remains far behind the levels of overall price increases in the economy, the Association of Bulgarian Insurers (ABZ) wrote.

According to data from the National Statistical Institute and the Guarantee Fund for the last five years (January 2021 - May 2026), the average price of civil liability insurance remains far below the growth of inflation. Over the period, the average price of civil liability insurance has increased by 6.5%, with accumulated inflation of about 42% and a significantly higher growth of several factors that affect payments. For example, the cost of repair and labor has increased by over 105%.

In recent months the market has indeed seen some price increases. According to data from the Guarantee Fund, the average market price has increased by about 7% between December 2025 and May 2026, with some vehicle categories seeing increases of 20–30%. However, data on the average annual price of third-party liability insurance shows that this increase does not result in unusual price levels, but rather represents a return to the levels typical for the market in 2021–2022. The average annual price of insurance was EUR 160.5 in 2021, EUR 152.8 in 2022, EUR 144.1 in 2024 and EUR 150.3 in 2025. The average price in May 2026 was EUR 160.4.

The observed dynamics should also be considered in the context of increasing claim costs. In 2025 alone, third-party liability paid claims increased by 31% y-o-y. The price trend in 2026 is also related to the withdrawal from the market of an insurer who for years had offered third-party liability insurance at prices below cost, leading to a gradual return to more sustainable market levels.
