According to the Agency’s press release, liberalization of MTPL premiums is a pressing matter in the insurance sector of Bosnia and Herzegovina, and, considering the set deadlines, importance and role of this insurance type and the task of preserving stability of the insurance market, special attention was paid to it by all stakeholders in the insurance sector of the FBiH.
The round table had three presentations and one panel discussion. The introductory presentation was given by the director of the Supervision Agency, Ivan Luburić, who pointed out the importance of motor liability insurance, and explained the reasons why there are risks that can make it impossible to maintain a stable insurance sector after entering the phase of completely free motor liability insurance premiums. He emphasized the need for gradual and timely steps to preserve stability of the sector.
After the presentations and panel discussions Ivan Luburić concluded that, among other things, the market participants and the Supervision Agency should continuously work on strengthening insurance companies and their preparation for the "free" pricing of motor liability insurance, and that in order to preserve stability of the sector, it is in the interest of all market stakeholders to enter full liberalization gradually with previously clearly defined activities that will result in adequate preparation.
It is noted that such expert meetings, attended by representatives of the regulatory authority and professional bodies, is of exceptional value because it enables open dialogue, exchange of experiences and harmonization of the views of all relevant participants. Cooperation between the regulator, professional associations and funds is crucial for adoption of quality and sustainable solutions, which will ensure stable, competitive and transparent development of the insurance market in the Federation of Bosnia and Herzegovina.
The Insurance Supervision Agency of the Federation of Bosnia and Herzegovina also supported the Fourth Annual Conference of the Eastern European Risk and Insurance Association (EERIA), which was held in Sarajevo, in the period from 25 to 27 September 2025.
This important event was organized in cooperation with the Faculty of Economics of the University of Tuzla and the Sarajevo Institute of Economics, with the support of the Insurance Supervision Agency of FBiH. The conference brought together numerous experts, researchers, representatives of the academic community, regulatory bodies and the insurance industry, with the aim of exchanging knowledge and experience in the field of risk management and insurance, both in the Eastern European region and globally.
The director of the Supervision Agency, Ivan Luburić in his speech presented the key characteristics of the domestic insurance sector, as well as the basic elements of the insurance market in the region with a special focus on the increasingly pronounced climate risks and the insurance gap that exists in the segment of natural disasters. "Climate changes bring complex and increasingly frequent challenges, and the insurance market must respond with more innovative and accessible solutions to protect property and people", Luburić pointed out. He also emphasized the need for stronger cooperation between regulatory bodies, insurers and the academic community to develop strategies that will contribute to greater resilience of the financial system to climate and other systemic risks.
