The Traffic Regulations Act requires that scooters must be insured by July 1, 2012.
Under the new rules, scooters must be also registered with the Road Administration of Estonia, writes LETA.
Currently there are around 20,000 scooters in Estonia, of which only 5,500 have been insured up to date. To be operated on the roads, scooters must also have an insurance policy. So far only 4,500 of the vehicles are covered, the Insurance Association said in a statement.
A person operating a scooter without insurance can be fined up to 400 euros.
