ESTONIA: In 2025, 6 out of 10 insurance disputes were resolved through mediation

In 2025, 527 conciliation applications were submitted to the insurance settlement, which is the largest number in the entire period of operation of the conciliation body. In 2024, 505 applications were submitted, and in 2023, 440 applications, according to the Estonian Association of Insurance Companies (EKsL).

The increase in the number of disputes has been consistent, but at the same time, statistics show that conciliation delivers on the intended outcomes. In 2025, approximately 55% of all conciliations ended with an agreement, 64% in motor insurance disputes. In disputes related to other insurance services, an agreement was reached in 46% of cases. Since the establishment of the conciliation body in 2008, over 2,000 insurance disputes have been resolved by agreement, which confirms the important role of conciliation as an out-of-court dispute resolution tool.

"I cannot point to one specific reason for the increase in the number of conciliation applications. Rather, I see a combined effect of several factors: the role of insurance in people's everyday lives has grown and insurance covers increasingly diverse risks, at the same time, awareness of conciliation has increased, and people know how to turn to an impartial adjudicator in the event of a dispute", said Lauri Potsepp, member of the board of the EKsL.

Voluntary insurance disputes accounted for approximately one third of all conciliation proceedings in 2025. A total of 168 conciliations were initiated in voluntary insurance, which accounts for approximately 32% of all applications submitted in 2025, the Association said on its website.
