ESTONIA: Insurance fraud on the rise: last year fraud cases increased by a quarter

According to the Estonian Insurance Association (EKsL), insurance investigators confirmed 705 insurance frauds in 2025, which involved attempts to defraud insurance companies for a total of EUR 2.7 million.

The Association noted that in 2025 the number of fraud cases increased by a quarter in a year, 46% of frauds were related to traffic accidents, the largest financial impact came from concealing facts (EUR 1.2 million).

According to EKsL, in 2025 fraud attempts occurred in almost all types of insurance, especially voluntary vehicle insurance, home and motor liability insurance, also travel insurance, accidents, life and health insurance. Employer health insurance deserves special attention, where the number of frauds has been on an uptrend in recent years.

There were 321 traffic accident-related frauds identified in 2025. Although the traffic sector continues to account for the largest share of all confirmed cases, it is no longer clearly predominant – last year, traffic-related fraud accounted for 46% of the total. This confirms that fraud attempts are no longer concentrated solely in motor insurance but are spread across different types of insurance.

Summing up the results of 2025, EKsL Board member Andres Piirsalu acknowledged that the number of fraud cases has increased, and the patterns have changed.
