ESTONIA: Insurance fraud on the rise: last year fraud cases increased by a quarter
According to the Estonian Insurance Association (EKsL), insurance investigators confirmed 705 insurance frauds in 2025, which involved attempts to defraud insurance companies for a total of EUR 2.7 million.

Last year, insurers in Estonia compensated nearly 32,000 MTPL claims, totaling EUR 87 million. Overall, the number of MTPL claims decreased by approximately 4% compared to 2024, and the total amount of payments decreased by approximately 7%, according to the Estonian Motor Insurance Fund (LKF).
Estonian Insurance Association: Employees need more health insurance

The Association noted that the number of staged or intentionally provoked insurance cases was the highest ever last year - 160 cases with a total amount of EUR 800 thousand.
