This is the purpose of the new draft law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Health Issues", which should improve the status of medical workers, the quality of medical care and protect the rights of patients, as Minister of Health Azhar GINIYAT explained.
"In the event of a medical incident, wages of medical workers today do not allow to cover the damage caused to a patient's health on their own... Therefore, the optimal mechanism for insurance of professional liability of medical workers will be an adapted market model of insurance through existing insurance companies and pre-trial settlement of conflicts like the models of Sweden, Canada, USA, Japan and Turkey," the minister said.
From 2023, the Ministry of Health proposes to carry out insurance at the expense of employers, and from 2025 to divide insurance premium payments between medical organizations and health workers, which will help create joint professional liability. The professional liability insurance system is supposed to cover over 304 thousand medical workers for KZT 4.6 billion (~EUR 10 million) in 2023.
