Thus, the MTPL law for owners and (or) drivers of vehicles registered in accordance with the legislation of the Kyrgyz Republic will enter into force in 2023. At the same time, for owners and (or) drivers of vehicles registered in other states, it will begin to operate from July 1, 2021; for vehicles owned by legal entities, including state bodies and local government bodies; for owners of cargo vehicles with total permissible maximum mass of less/more than 12 tons; for owners of vehicles used to transport passengers - from January 1, 2022.
According to the adopted law edition, it was supposed to come into force six months after the date of its official publication on February 7, 2016. The law was adopted on July 24, 2015. On March 13, 2020, it was signed by the President of the Republic. The Ministry of Internal Affairs of the Kyrgyz Republic has made amendments to the road regulations and main provisions on admission of vehicles to operation and the duties of officials to ensure road safety according to the current legislation.
As Arzybek KOZHOSHEV noted, after the introduction of MTPL, the budget will receive KGS 40 million of taxes per year and the insurers will generate KGS 10-15 million (~EUR 0.15 million*) of insurance premiums.
