In second place is the Western Region, with 20% of homes insured, followed by the Central Region (18%), North-West (17%), South-East (14%), North-East and South (12% each), and South-West (11%).
Nationally, the numbers tell a less encouraging story: only 17% of homes across Romania are protected by voluntary insurance. This leaves approximately 4 out of 5 homes vulnerable to events such as fires, explosions, storms, interior building damage, and other incidents that can significantly impact a family’s financial stability.
Despite the low national coverage rate compared to the European average—62% of Europeans report having some form of home insurance - Romanian policyholders express high levels of satisfaction with their investment. According to the latest study by EIOPA (the European Insurance and Occupational Pensions Authority), nearly 8 in 10 Romanians believe that home insurance provides substantial value to consumers. This places Romania sixth among the European Union’s 27 member states in terms of consumer satisfaction with home insurance.
"The fact that insured Romanians are satisfied with their investment in home insurance, and that interest in this type of protection is growing, reaffirms that we are heading in the right direction - toward a well-insured Romania - even though there is still much progress to be made," said Alexandru CIUNCAN, President & CEO of UNSAR (National Union of Insurance and Reinsurance Companies in Romania).
While the upward trend in home insurance adoption is promising, the disparity between Romania’s coverage rate and the European average underscores the need for further efforts to promote the importance of voluntary insurance as a safeguard against unexpected risks. As awareness grows, so too might the resilience of Romanian households in the face of adversity.
According to the same research, the Bucharest-Ilfov region also leads the country in insurance payouts made by insurers for the restoration of homes protected by voluntary home insurance policies. Following in second place is the Central Region, with the rankings completed by North-East, South-East, North-West, South, West, and South-West regions.
"Although only one in five homes is fully insured through a voluntary policy, insurers process around 90 claims daily, paying compensation for damages. This clearly highlights the urgent need to protect our homes," said Alina BĂRBULESCU, Property & Assets Insurance Specialist at UNSAR.
In Romania, voluntary insurance policies can be purchased only for homes already covered by a mandatory PAD (Catastrophe Insurance Policy). These optional policies offer extended protection, covering the actual value of the property and/or possessions, and addressing damages caused by natural disasters and other risks such as: fires, explosions, storms, falling objects, flooding caused by plumbing, HVAC, or heating system malfunctions, boiler breakdowns, damage to electronics or household appliances etc.
Additionally, insurers provide a variety of specialized policies for specific household items or even liability coverage for accidental damage caused to neighbors. This ensures comprehensive protection, adapting to the diverse needs of homeowners.
By highlighting both the financial impact of insurance payouts and the broad coverage options available, the data underscores the importance of voluntary insurance policies in building resilience and safeguarding Romanian households.
