Romania: Health insurance gains ground: over 872,000 people covered

The number of people benefiting from voluntary health insurance in Romania exceeded 872,000 at the end of 2025, marking a 37% increase compared to 2022, according to an analysis conducted among the members of UNSAR.

Against the backdrop of mounting pressure on the public healthcare system, the upward trend highlights growing interest in solutions that provide faster access to medical services and greater predictability of healthcare-related costs.

“The steady increase in the number of insured persons shows that both Romanians and employers are increasingly looking for solutions that provide security and quick access to medical services when needed. At the same time, through the claims paid, voluntary health insurance is becoming an increasingly important component in healthcare financing,” said Alexandru Ciuncan.

Data from the Wellbeing Barometer show that Romania continues to face significant vulnerabilities in the healthcare sector, particularly in prevention, where the country records the highest level of avoidable deaths in the region – 519 avoidable deaths per 100,000 inhabitants. This concerning reality underlines the need for better access to screening, monitoring, and early intervention services, as well as the role of complementary mechanisms that can support prevention and timely care.

“Real healthcare needs cannot be postponed and are not influenced by circumstances. This is why we are seeing more and more Romanians choosing concrete solutions that ensure access to medical services when they need them. Voluntary health insurance responds exactly to this need, while also helping ease the pressure on the public healthcare system,” said Roxana Băluță.
