Sorin GRECEANU, General Manager of BAAR (the Romanian Motor Insurers' Bureau), was elected in early December 2024 as the President of the Council of Bureaux (COB) for a five-year term, starting in June 2025. The COB oversees the international MTPL insurance system, including the Green Card framework.
This marks the highest position ever held by a Romanian in an international body dedicated to auto liability insurance.
Greceanu has demonstrated professionalism and dedication in his active involvement with various international insurance bodies. He is a highly regarded expert in Romania’s motor insurance industry, with nearly 30 years of experience. Throughout his career, he has held leadership roles in the local insurance market and currently serves as Vice President of the COB for the 2020-2025 mandate.
His contributions to the COB have been recognized internationally, and his election as President highlights his impactful results within the organization. Starting in June 2025, Greceanu will assume leadership of the COB, further solidifying Romania's presence on the global insurance stage.

Formerly known as the Council of Bureaux, COB is an international organization active in the motor insurance sector and acting for the protection of cross-border road traffic victims. COB coordinates the activities of the Green Card system, whose members are 43 Green Card Bureaux representing about 1500 motor insurers in 47 countries in Europe, North Africa and the Middle East. Another important function of COB is managing the Protection of Visitors system, whose members are the Compensation Bodies, Guarantee Funds and Information Centers applying the European Motor Insurance Directives in the 30 Member States of the European Economic Area (EEA).
The Romanian Motor Insurers Bureau (BAAR) is the professional association that brings together insurance companies authorized to provide mandatory motor third-party liability insurance (MTPL) in Romania. BAAR is member of COB since 1965.
BAAR's main responsibilities include:
- National Motor Bureau: Acting as Romania's representative within the international Green Card System.
- Claims Payment Body: Handling compensation claims in specific circumstances.
- Information Center: Providing relevant data about insurance and claims.
- Compensation Body: Ensuring the financial settlements necessary within the system.
