On 18 November, the 2025 Insurance Conference of the Republic of Moldova will bring together in Chisinau policymakers, regulators, insurers, and international experts to discuss the country’s progress and priorities in aligning its insurance market with European regulatory standards and building a sustainable, competitive market framework.
Co-organized by BNAA – the National Motor Insurers Bureau of Moldova and XPRIMM, the event also benefits from the support of the National Bank of Moldova and the National Commission for Financial Markets. The conference will feature two main thematic sessions:
- Opportunities and Challenges in Aligning Insurance Legislation with European Standards
- Risks and Challenges in the Transition to a Liberalized RCA Market
A high-level panel will bring together Constantin Șchendra, Vice-Governor, National Bank of Moldova, Dumitru Budianschi, President, National Commission for Financial Markets, Nicolae Grigore, EU High-Level Adviser on Financial Services and Sorin Greceanu, General Director of BAAR Romania – to discuss about the strategic priorities for the Moldovan market, as well as its place in the European insurance landscape.
The Keynote Speech by Prof. Karel Van Hulle (KU Leuven and Goethe University Frankfurt) will explore the implementation of Solvency II, focusing on capital and solvency requirements and the transition toward risk-based supervision.
The afternoon discussions will examine Moldova’s upcoming transition from a price-controlled to a liberalized MTPL (RCA) market, highlighting lessons from European experience. Speakers will include Prof. Klime Poposki (North Macedonia), Cvetlana Vincenzi Markulevska, President of the Actuarial Association of North Macedonia, Paweł Franków (Guy Carpenter, Poland), George Enescu (RECREX Romania) and Menekşe UÇAROĞLU, CEO, IUC Group, Türkiye.
