UKRAINE: In 1Q over half of the MTIBU's regulatory payments were for liabilities of the former Bureau members

The Motor (Transport) Insurance Bureau of Ukraine (MTIBU) made 5,242 regulatory payments from the Victims' Protection Fund in the first quarter of 2025 for a total of UAH 290.3 million (~EUR 6.53 million). Compared to the same period in 2024, the number of payments increased by 162%, and the amount - by 155%, Forinsurer reports.

The largest volume of regulatory payments was recorded in March 2025. During this month, 2,322 payments were made for a total of UAH 122.5 million, which is 191.1% more y-o-y. In January, the Bureau paid UAH 75.8 million (+108.4%), and in February – UAH 91.9 million (+160.9%).

The bulk of payments for the first quarter of 2025 were payments for liabilities of the insurers who lost their membership in the MTIBU due to liquidation, bankruptcy or non-compliance with the regulator's requirements. In this category, 3,280 payments were made for a total of UAH 145.6 million in 1Q2025. For comparison, in 2024 there were only 15 such payments for UAH 0.4 million. The share of payments for liabilities of former Bureau members in the total amount of payments reached 50.14%, while in 2024 their share was only 0.35%.

The second largest category is made up of payments to victims of accidents caused by drivers of uninsured vehicles. The share of this category in the total payment structure in 1Q was 34.8%, while in 2024 it was 64.5%.

The number of payments for privileged drivers reached 512 in the first quarter of 2025 for a total of UAH 37.5 million. Payments in this category increased by 19.1%, and the amount - by 28.5% y-o-y. The share of this category in the total amount of payments is 12.9%.

Payments for accidents caused by unidentified vehicles remain minimal. In the first quarter of 2025, only 13 payments were made for a total of UAH 1.03 million, the source added.
