Previously, such payments were only possible after an insurance company was officially declared bankrupt by a court decision. However, this procedure was simplified, allowing insured drivers to immediately contact the MTIBU after January 1, 2025, to receive compensation for damage caused because of an accident due to the fault of a driver insured in an insurance company that lost its membership.
Introduction of this mechanism has led to a significant increase in the number of applications for relevant payments - from 5 events in January 2024 to 765 events in January 2025. Total amount of payments in this category reached UAH 33.3 million, which means a 19% increase y-o-y.
The share of payments for uninsured vehicles in January 2025 amounted to 37.4% of the total amount of payments from the Victims Protection Fund, while in 2024 this category of payments accounted for 65.5%.
Payments for drivers of preferential categories increased by 59.5%, which include combat veterans, persons with first-group disabilities, as well as persons with disabilities because of war, driving a vehicle belonging to them, or persons driving a vehicle belonging to a person with first-group disabilities in their presence. In January 2025, 147 payments for a total of UAH 11.4 million were made in this category. The number of payments increased by 29% y-o-y, and their amount increased by 59.9%. The share of payments for drivers of preferential categories in the total amount of payments of the Victims Protection Fund was 15%.
The largest increase was observed in the category of payments for road accidents caused by drivers insured by insurers who lost their membership in the Bureau. In this case, the average amount of payments increased by 168.2%, mainly due to rising repair costs and the cost of spare parts.
