The number of paid claims also rose, albeit at a much slower pace. Over the first two months of 2026, the number of payments grew by 15% y-o-y. The primary growth driver is the rising average payment amount. Payments for property damage saw the most significant increase, while the average MTPL payment rose by 54.4%.
Market analysts identify several key factors contributing to the rise in MTPL paid claims:
- Inflation – it has driven up the cost of spare parts—most of which are imported—as well as labor costs at repair shops and the cost of medical services.
- Changes in MTPL legislation: updated accident settlement regulations now stipulate higher liability limits, elimination of depreciation coefficients and deductibles, and streamlined services for drivers.
- An increase in the frequency of traffic accidents. Previously, there were approximately 1.75 accidents per every 100 MTPL policies; this figure has now risen to 2.0.
For insurers, these statistics signal continued pressure on the profitability of their MTPL portfolios. For instance, the average payment for third-party MTPL claims in 2025 stood at UAH 45,000, which means a 33% increase compared to 2024, according to the source.
