UKRAINE: Regulatory payments from the MTIBU Victim Protection Fund increase 2.5-fold from July to September

The MTIBU (Motor Transport Insurance Bureau of Ukraine) made 4,487 regulatory payments from the Victim Protection Fund totaling UAH 242.7 million (~EUR 5.05 million) from July to September 2025, representing a 162% increase in number and a 155% increase in total amount y-o-y, according to the MTIBU report, Forinsurer reports.

The growth was driven by payments for liabilities of insurers who terminated their membership in the Bureau. In 3Q2025, 3,416 payments totaling UAH 147 million were made in this category (vs UAH 27 million last year). Their share in the Fund's payment structure increased from 17% to over 60%. It is noted that this trend is due to the law granting MTIBU the right to pay for former members regardless of bankruptcy proceedings.

A significant share in the MTIBU regulatory payments traditionally comes from those injured in accidents caused by drivers without a valid MTPL policy. In this category, the Bureau made 1,085 payments totaling UAH 88.6 million. While the number of claims decreased by 11.1%, the total amount of payments grew by a quarter. This category accounts for 36.5% of the total MTIBU payments. It is worth noting though, that in 3Q2025, the MTIBU paid out only UAH 4.6 million in this category, which is 81% less y-o-y. This is explained by legislative changes: all vehicle owners, including those eligible for preferential insurance, are now required to have a compulsory motor third-party liability insurance policy.
