The survey answers to the concerns of the insurance industry over recent statements from an association of independent repair shops, which seeks to eliminate direct agreements between insurers and service centers— a move that would go against the preferences of most Romanian drivers.
The survey data also reveals that repair costs at independent, non-partnered service centers are, on average, 30% higher than at official dealerships and double the cost of contracted service centers. These inflated expenses are ultimately covered by the 9 million Romanian drivers through their MTPL premiums.
A proposal to eliminate insurer-repair shop agreements would increase repair costs and, in turn, raise MTPL premiums, placing an unnecessary burden on policyholders. This model, however, has proven successful in CASCO insurance and other European countries, reinforcing its effectiveness and fairness.
Romanian Drivers Want Cost Transparency
The study also highlights a strong demand for greater transparency in repair costs. Nearly 7 in 10 respondents believe that some service centers prioritize maximizing insurance payouts rather than offering fair pricing. Additionally, 90% of drivers would find it useful to receive a list of recommended repair shops when filing an MTPL claim, confirming their preference for clear and predictable repair options.
Another key finding: 1 in 2 drivers is aware that they can receive compensation upfront from the at-fault driver’s MTPL policy without immediately repairing their vehicle. This flexibility is a fundamental principle of insurance, offering policyholders financial control while ensuring compliance with road safety regulations.
Commitment to Road Safety and Transparency
In response to misleading claims from the repair shop association, the insurance industry reaffirms its commitment to road safety and consumer rights. Through the Coalition for Road Safety, initiated by UNSAR, the industry actively promotes initiatives aimed at reducing accidents and protecting drivers.
With MTPL claim payouts increasing by 36% in the first nine months of last year, the insurance sector stresses the need for clearer information, greater transparency, and a fairer claims process—always keeping the needs of Romanian drivers at the forefront. The industry remains open to dialogue based on facts and technical expertise to ensure a system that works for all stakeholders.
