Total GWP on the domestic MTPL market for the first nine months of 2025 reached UAH 16.85 billion (~EUR 0.35 billion), which indicates an increase of 122.8% y-o-y. UKRAINE: Regulatory payments from the MTIBU Victim Protection Fund increase 2.5-fold from July to September
The MTIBU (Motor Transport Insurance Bureau of Ukraine) made 4,487 regulatory payments from the Victim Protection Fund totaling UAH 242.7 million (~EUR 5.05 million) from July to September 2025, representing a 162% increase in number and a 155% increase in total amount y-o-y, according to the MTIBU report, Forinsurer reports.

UKRAINE: Arsenal Insurance expands its business by 55% in June-August
Arsenal Insurance, a top 10 non-life insurer of Ukraine, paid out nearly UAH 435 million (~EUR 9.06 million) to its clients in June-August 2025, which is 37.8% more y-o-y. The company's GWP for this period totaled UAH 1.32 billion (~EUR 27.51 million), which represents a 55% increase compared to the previous year, Forinsurer writes.
UKRAINE: State program of insurance against war risks for business to start in October
The Cabinet of Ministers is launching a state program of insurance against war risks, which will start from October 1, 2025. Businesses will be able to insure themselves against consequences of war using two mechanisms: compensation for destroyed property for frontline territories, and lower insurance rates for other regions with state support, Forinsurer writes.

UKRAINE: GWP of Euroins Ukraine rises 2.1 times in the first half of the year
In the first half of 2025, Euroins Ukraine, a subsidiary of the European Euroins Insurance Group (EIG) and one of the top 15 insurers on the local market, collected UAH 638.9 million (~EUR 13.12 million). Compared to the same period a year earlier, GWP increased by 110% or 2.1 times, Forinsurer reports.

GWP of ARX and ARX Life for the first half of 2025 reached UAH 2.9 billion (~EUR 59.56 million), which is 37% more y-o-y, Forinsurer reports.

In January-May of this year, total GWP of one of the market leaders, TAS Group, amounted to UAH 2,736.35 million (~EUR 58.52 million), which is 64.3% more y-o-y, Forinsurer reports.

In January-May 2025, domestic MTPL market in Ukraine saw growth, Forinsurer writes with reference to the MTIBU report (Motor Transport Insurance Bureau of Ukraine). According to the MTIBU, GWP more than doubled - by 122%, reaching UAH 8.42 billion (~EUR 0.18 billion). Particularly noticeable growth was observed in electronic contracts - up to UAH 8.39 billion (+176%).
