Storms and floods wreak havoc in Romania: Over 4,200 claims filed in the first five months of 2025

More than 4,200 insurance claims were filed by individuals and businesses with UNSAR (The National Association of Insurance and Reinsurance Companies in Romania) member insurers in the first five months of 2025, all linked to damage caused by severe storms and floods.

These weather events have inflicted widespread damage on homes, personal property, vehicles, business assets, and agricultural crops across the country. The number of claims is expected to rise further, especially in the aftermath of recent extreme weather that hit several communities.

According to data from the National Union of Insurance and Reinsurance Companies in Romania (UNSAR), around 57% of claims were related to home insurance policies, while approximately 25% involved vehicles protected by CASCO policies. Another 10% of the damage reports concerned business-related insurance coverage.

“As we saw just days ago in Bucharest and other regions, extreme weather events are becoming more frequent and are having a serious impact on both households and businesses,” said Alexandru Ciuncan, President and CEO of UNSAR. “In just the first five months of this year, thousands of insured individuals and companies sustained losses—but were financially protected thanks to their policies. These figures are yet another wake-up call underscoring the urgent need to take risk management more seriously.”

Ciuncan also pointed out the low insurance penetration in Romania, noting that while 6 in 10 homes are insured in Poland, only 2 in 10 are covered in Romania. However, he added, awareness is growing. 55% of Romanians now say they are interested in purchasing home insurance, a sign of increasing public understanding of financial protection against risk.

The financial protection offered by insurance is critical when facing large-scale risks, whether damages occur to homes, vehicles, industrial equipment, or agricultural assets. Insurance solutions help mitigate economic losses and support recovery efforts after such events.

“Storms, floods, and other extreme weather phenomena can strike anyone, regardless of the type or value of their assets,” said Alina Bărbulescu, Property & Casualty Insurance Specialist at UNSAR. “Last year alone, insurers paid out over RON 78 million in claims for storm and flood-related damages to insured homes. These figures are rising fast, and postponing the decision to get insured is becoming increasingly risky.”
