In 2026, the number of agricultural subsidy categories reached 29, comprising 91 specific types of subsidies, with UZS 2.7 trillion allocated for their funding. There is a proposal to gradually move away from the model of simply allocating funds and instead transition to a "performance-based subsidy" system starting in 2027.
Specific proposals also address the development of agricultural insurance. A significant portion of procedures—ranging from application submission and contract processing to monitoring, assessment, and claim settlement—has already been digitized via the Agrosafe system.
Plans are in place to expand the list of insurable assets and risks. Proposals include covering saplings and trees in orchards and vineyards, imported livestock, and risks associated with accidents. Additionally, new insurance products are set to be launched for the livestock sector and cultivation of melons, potatoes, and onions.
The goal for 2027 is to provide insurance coverage to 45,000 agricultural enterprises and increase the share of insured agricultural produce to 60%. Plans also include training 500 independent experts and fully digitizing insurance services.
The new system is intended to place greater emphasis on loss prevention rather than merely compensating for losses that have already occurred. To achieve this, it is proposed that 3–5% of insurance premiums be allocated to a special fund.
President Shavkat Mirziyoyev emphasized the need to make the processes for obtaining subsidies and insurance services simpler and more convenient for farmers. Particular attention is to be paid to minimizing the human factor, ensuring process transparency, objectively assessing insurance claims, and making timely payments.
