According to the new provisions of Act LXII of 2009 on Mandatory Motor Vehicle Liability Insurance, adopted on April 30, 2024, and promulgated on May 9, 2024, mandatory motor vehicle liability insurance (MTPL) will also extend to certain micromobility devices. The net weight and design speed of the vehicle will determine whether MTPL is required for that vehicle. The diagram below provides assistance to the owners, operators, or users of the affected vehicles to determine whether this obligation applies to them. However, the diagram is for informational purposes only and does not replace, supplement, or override the provisions of the applicable legislation. Therefore, it is the responsibility of every operator to check the net weight and design speed of their vehicle!
Given that this is a completely new legal provision, insurers are currently, but no later than June 8, setting their tariff rates for micromobility devices, and affected parties must have valid MTPL from July 16. Thus, at this moment, it is impossible to estimate what the insurance premium for the mandatory motor vehicle liability insurance for the vehicles in question will be.
According to Act LXII of 2009 on Mandatory Motor Vehicle Liability Insurance, in the case of a vehicle that has not been registered with the authorities (i.e., does not have a license plate), the current user is also considered an operator. Therefore, before use, the owner must ensure whether the vehicle requires and has mandatory motor vehicle liability insurance! If it does not have and requires it, obtain insurance or do not use the vehicle!
