According to national MTPL insurance law, the value of the fines that vehicle owners have to pay for not buying MTPL insurance in 2018 have been recently published. Thus, for passenger cars, depending on the vehicle's characteristics, a sum varies from HUF 340 to HUF 760 per "non-insured" day (about EUR 1.1 to EUR 2.4 per day). For busses, depending on the number of passenger seats, the sum varies between HUF 490 - 2320 per day (EUR 1.5 - 7.4).
These sums are, according MABISZ, significantly larger that the corresponding sums paid for the MTPL coverage. Moreover, the Law doesn not provide for any exception, not even if the vehicles is not in use for a long period. In such cases, the vehicle's owner should ask for a temporary withdrawal of the registration.
Excluding bikes and mopeds, in Hungary are registered some 4.7 million vehicles, out of which about 86,000 were not insured by the end of September. In this respect, the Hungarian market shows a better situation that several other markets as Ireland (5% of the road vehicles without MTPL insurance), Croatia (6%) or Ukraine (~33%). On the other hand, there are markets with a better coverage degree, as for example Estonia (1.4%) or Denmark and Finland, where less than 1% of the vehicles are covered by a MTPL policy.
