Russia: All-Russian Insurance Association (ARIA) asks the government to stop the campaign against foreign reinsurers

ARIA applied in writing to the Prime Minister, Dmitry MEDVEDEV, Chairman of the Central Bank, Elvira NABIULLINA, as well as the State Duma, Ministry of economic development and Ministry of Finance, requesting to pay attention to the campaign of Duma members Vyacheslav LYSAKOV and Sergey SHARGUNOV against the foreign reinsurers.

According to ARIA activity of the mentioned Duma members is aimed at termination of cooperation with foreign reinsurers in terms of reinsurance and includes various forms of targeted squeeze on the Russian insurance and reinsurance market. However, Vyacheslav LYSAKOV said that his requests to supervisory authorities were related mainly to audit of RNRC to identify acts of corruption.

ARIA believes that the biggest government enterprises and the key manufacturers of the country need safe protection and the Russian market is too young and not able to provide the necessary insurance and reinsurance capacity and take all major risks, this requires cooperation with the biggest and reliable foreign reinsurers and their brokers. Reinsurers of Asiatic markets have smaller capacities not sufficient enough for taking all risks, thus seeking reinsurance protection from the leaders of Western Europe and USA is inevitable and refusal of the western reinsurance means refusal to cover the major risks,- said ARIA.

Vladimir CHISTIUKHIN, Deputy President, Central Bank of Russia, agrees with ARIA that it's important for the insurance industry to develop cooperation with the biggest foreign brokers taking into consideration capacities of the foreign markets, their experience and reputation of the biggest reinsurers. Countries of Western Europe and USA have the more developed markets, but the share of China and Middle East is also growing. Besides in the end of 2017 the Central Bank and International Association of Insurance Supervisions signed an agreement on information exchange that provides clear basis for international cooperation, - said Vladimir CHISTIUKHIN.
