The claims value will increase considerably
pavel_caterAccording to Pavel CATER, the President of BNAA - The National Bureau of Motor Insurers in the Republic of Moldova, in the last 5 years, the insurers paid only 60% of the real value of MTPL claims, because of the ageing factor. Thus, after the 6th of April 2012, "the average claim value will increase. We will have more expensive claims to pay. What is the solution? The only possible source is the increase of premiums. The current rates are calculated based on statistics from 2002-2008. We believe that claims will increase considerably, by 40%. Still, taking into account the increase of the services' quality, the rates should also increase", explained Pavel CATER.

"These are real problems and I fully support a better cooperation between companies and the supervision authority for finding solutions that would not destabilize the market. For example, as far as MTPL rates are concerned, previous experiences show that liberalization will firstly bring a price decrease", believes Sorin GRECEANU, General Director, FPVS - Street Victims Protection Fund.

According to BNAA, the average claim reached RON 10,600 in 2011 and for 2012, after the implementation of the reform, a value of RON 19,000 is estimated, "taking into account that fact that the Moldavian rolling stock includes many vehicles older than 5 years". Thus, it will inevitably increase "the number of total claims".

According to estimates from AAM - Moldavian Actuaries Association, before the 6th of April, the average claim structure on the MTPL segment consisted in 46% of the price of spare parts necessary for the repair, 35% - workmanship and 19% - other materials. "Thus, due to the large percent representing the cost of spare parts, the application of the ageing factor had a significant impact", said Oleg VEREJAN, President of AAM. According to him, by taking into account this coefficient, the insurers reduced 77% of the spare parts price. But without this coefficient, the claims value will double, because "in the estimated structure of claims, ageing/wear represents around 55%, thus it is obvious that claims will increase at least twice."

Also, the Moldavian representative underlined the fact that the current legislation does not stipulate as mandatory the deletion and the handing over of damaged vehicles paid as total losses, which means that "after the claims payment, these cars could be repaired by their owners and put once again in traffic."

"Nothing new was invented when the Law Nr. 414 regarding MTPL insurance was written. The EU provisions were applied, other laws were consulted as well, including Romanian laws. Basically, the procedures for claims payment are similar to those in Romania", said the Director of BNAA. Pavel CATER believes that this will not be "completely eliminated. It will be used for establishing the real value of the vehicle at the time of the accident because, according to the laws in force, the claim cannot exceed the value that the vehicle had when the accident took place."
