According to the information, the ministry has developed several draft regulations concerning key aspects of the compulsory health insurance system. These drafts are being coordinated with other ministries and agencies across the country.
Implementation of the Law "On Health Insurance in the Republic of Tajikistan" has been postponed until after 2030. This decision is due to objective circumstances, and compulsory health insurance is currently in the drafting stage.
It is noted that the Law "On Health Insurance in the Republic of Tajikistan" was adopted in Tajikistan in June 2008. However, parliament then decided to postpone implementation until 2010, and two years later, no decision was made. At the end of 2022, parliamentarians postponed the law's entry into force for the fifth time, as, according to the interagency working group, the country had not created favorable conditions for a full transition to a health insurance system.
As First Deputy Minister of Health and Social Protection Gafur Mukhsinzoda explained at the time, the experience of other countries showed that introduction of compulsory health insurance required a healthcare budget of at least 4-6% of GDP. At that time, in Tajikistan it was 2.8%.
The draft state budget for 2026 provides healthcare expenditures around TJS 5.03 billion, which is approximately 2.5% of the country's GDP, the source added.
