ROMANIA: 20% surge in payouts from voluntary home insurance policies in Q1 2025

In the first quarter of this year, Romanian insurers paid over RON 41 million (~ EUR 8.2 million) in claims for homes damaged by unforeseen events and various risks - a notable 18% increase compared to the same period in 2024, according to UNSAR (The National Association of Insurance and Reinsurance Companies in Romania) data.

Of the total, more than RON 39 million was paid under voluntary home insurance policies, marking a 20% rise y-o-y. The increase reflects growing awareness among Romanians about the vulnerabilities of their homes and a rising willingness to protect their investments through optional coverage.

Romania is increasingly affected by extreme weather events and household-related risks that can significantly damage or even destroy homes. Last year, insurers paid out an average of 100 home-related claims every single day. Of these, around 50 claims per day were linked to interior installation failures, while 21 claims were related to storm damage.

“These figures are a powerful reminder of the importance of home insurance. In the face of increasingly frequent risks, a policy can mean the difference between a devastating loss and real, tangible support,” stated Alexandru Ciuncan, President and CEO of UNSAR (National Union of Insurance and Reinsurance Companies of Romania).

Despite these trends, the overall level of protection remains low. Only 17% of Romanian homes are fully insured - meaning they hold both mandatory and voluntary policies. In other words, over 80% of homes remain not protected, or at least underinsured, against real threats ranging from fires and floods to severe weather events.

In Romania, voluntary home insurance policies can only be purchased for properties already covered by the mandatory PAD policy. These optional policies offer broader coverage based on the actual value of the building and/or its contents. They can cover natural disasters as well as risks such as fire, explosion, storms, falling objects, water damage from plumbing failures, heating or cooling system issues, and even damage to electronics and appliances.

Moreover, tailored insurance solutions are available for specific household items or even for liability protection in case damage is accidentally caused to neighbors.
