Romania: Winter weather poses significant risks to homes and public safety, insurers warn

Low temperatures, heavy snowfall, and subsequent snowmelt can cause more than just inconvenience - they can generate significant risks affecting both residential properties and public safety, Romanian insurance industry representatives warned.

Data and claims experience from recent years show that winter months are frequently associated with substantial property losses. In one of the most severe recent cases, the largest claim paid to a homeowner for damage caused by the weight of accumulated snow exceeded EUR 30,000.

Among the most common types of winter-related damage covered by voluntary home insurance policies are:

  • Structural damage caused by the weight of snow on roofs, including partial or total collapses;
  • Third-party liability claims resulting from the accidental fall of snow, ice, or icicles from roofs and building façades;
  • Flood damage caused by melting snow.
“Winter exposes new vulnerabilities that can cost tens of thousands of euros. Homeowners’ responsibility and simple preventive measures can significantly reduce risks - not only to their own property, but also to the safety of passers-by and neighbors,” said Alexandru Ciuncan, President & CEO of UNSAR, the Romanian insurers’ association.

In many winter-specific situations, voluntary home insurance policies can provide essential financial protection, covering repair costs or compensation owed to third parties, depending on policy terms and conditions.

“Prevention starts with simple actions, but it continues with responsible decisions. Checking installations, clearing snow and ice from buildings, and choosing to be covered by voluntary home insurance can significantly enhance safety during the cold season,” added Alina Barbulescu, General Insurance Lines Coordinator at UNSAR.

UNSAR encourages homeowners to take all necessary preventive measures and to inform themselves properly about the financial protection options offered by insurers, in order to prevent losses and protect both their homes and those around them.

In Romania, voluntary home insurance policies can be taken out only for properties already covered by the mandatory PAD policy. Unlike mandatory insurance, voluntary policies offer extended coverage at the real value of the building and/or its contents, and may include protection against natural disasters as well as a wide range of other risks, such as fire, explosions, storms, falling objects, floods caused by plumbing or heating system failures, air-conditioning or central heating malfunctions, and damage to electronic or household appliances.

In addition, insurers offer tailored coverage solutions depending on the type of assets owned, as well as personal liability coverage, designed to protect homeowners against accidental damage caused to neighbors or third parties.
