STATISTICS:  BELARUS, 3Q2025: Double-digit growth of paid claims, outpacing premiums

At the end of 3Q2025, the Belarusian insurance market totaled BYN 2,100.47 million (EUR 592.63 million), which in local currency is 8.86% more y-o-y, according to data published by the Ministry of Finance of the Republic of Belarus.

Insurers collected BYN 1,401.92 million in voluntary insurance (including imputed insurance) for the first nine months of 2025. Thus, the share of voluntary insurance in the market portfolio was 66.7% (vs 67.5% for 9M2024). Property insurance (46.8%) and personal insurance (42.8%) make up the largest shares in the structure of voluntary insurance.

Mandatory insurance in the reporting period amounted to BYN 698.55 million. Thus, its market share increased slightly to 33.3% (vs 32.5% for 9M2024). In the structure of mandatory insurance, the largest share of premiums came from personal insurance (48.7%) and liability insurance (46.5%).

For the first nine months of 2025, insurers' paid claims reached BYN 1,203.06 million (EUR 339.44 million), which indicates a 12.71% increase year-on-year. Of this amount, voluntary insurance (including imputed insurance) accounted for 66.9%, while mandatory insurance accounted for 33.1%. Based on 9M2025 market results, the level of paid claims in premiums rose to 57.3% (vs 55.3% a year ago).

In Belarus, voluntary vehicle insurance (Motor Hull) paid claims increased significantly in the third quarter of this year, BELTA reported, citing the Ministry of Finance's press service. Insurance companies paid out 30.2% more in the first nine months than in the same period last year. The average payment rose by 13.46% y-o-y. The number of vehicle fires decreased from 10 in 2024 to 3 in the period under review, but the number of paid claims caused by natural disasters grew significantly in 2025 – 1,054 events (vs 473 in 2024). At the same time, the number of thefts and carjackings remains low.
