According to MTIBU, insurers concluded 8.71% more MTPL agreements in the first four months of 2026 than in January-April 2025. Almost the entire market operates electronically, and the share of paper policies has virtually disappeared.
Total MTPL claims paid in January-April 2026 increased by 99.94%, reaching UAH 3.79 billion, or approximately EUR 84.3 million. The number of paid claims rose by 32.89%, indicating a significant increase in pressure on the MTPL claims system following the market's transition to updated operating rules.
The results for January-April 2026 show that the MTPL market is simultaneously experiencing a rise in the number of contracts, near-complete digitalization of sales, and a sharp increase in insurance claims. Premiums increased by 16%, while paid claims nearly doubled, reflecting the impact of the new MTPL model, higher liability limits, and increased use of simplified claim settlement.
The number of Green Card contracts issued in January-April 2026 decreased by 0.94% y-o-y, according to the MTIBU. Total GWP collected in the segment also dropped – in the first four months of 2026, insurers collected UAH 1.64 billion (~EUR 32.04 million), a 2.51% decrease compared to January-April 2025.
At the same time, Green Card paid claims continued to grow. Total amount of payments in the reporting period increased by 10.54% to EUR 17.33 million. The number of paid claims in January-April 2026 increased by 7.27%.
Thus, for January-April 2026, the Green Card segment saw a slight decrease in the number of contracts and premiums but recorded an increase in both the number of settled claims and total volume of payments in euros.
