UKRAINE: In January-November 2025, MTPL market rises by almost 122%, while Green Card segment declines by 3.9%

The MTPL market from January to November 2025 demonstrated structural shifts that are of fundamental importance to insurers. GWP more than doubled, by 121.6%, to UAH 20.94 billion (~EUR 0.43 billion), while paid claims increased by 37.2% to UAH 6 billion (~EUR 0.12 billion), Forinsurer writes.

At the same time, the number of MTPL contracts decreased by 5.4% to 6.64 million units, and the number of claims grew by 4.7% to 136.1 thousand. While the decline in the number of policies is not critical in terms of market coverage, it clearly signals a narrowing of the quantitative insurance base. It’s worth noting that electronic contracts effectively offset this trend, with their number growing by 23.3%. Essentially, in 2025, the MTPL market had fully transitioned to a digital format, changing both sales channels and insurers' expense structure.

On the one hand, the sharp GWP rise improves nominal financial performance of insurers and helps partially offset inflationary pressure and increased claim settlement costs. On the other hand, the decline in the number of contracts indicates higher price sensitivity among clients and potential risks of further market contraction in the event of further tariff adjustments.

Claim settlement recorded a more moderate but stable upward trend. The number of paid claims increased by 4.7% to 136.1 thousand. However, the financial burden on the market is growing significantly faster than the number of insured events. Total paid claims rose by 37.2% to almost UAH 6 billion.

In 2025, the MTPL market entered a phase where the key factors shifted from sales volume to the quality of pricing policies, loss management, and digital efficiency, the source writes.

The Green Card segment continued to demonstrate modestly negative trend in key quantitative indicators from January to November 2025, maintaining a high financial burden on insurers.

The number of contracts decreased by 4.3% to 1.31 million units. GWP declined by 3.9% to UAH 5.04 billion. The number of paid claims decreased by 8.5% to 13.3 thousand, while total payments in euros increased by 0.75% to EUR 46.1 million.

The y-o-y change indicates a gradual decline in demand for the product, while paid claims in foreign currency remained virtually unchanged. The decline in Green Card policies is generally due to a decrease in international road transport and private travel, as well as a partial reorientation of traffic flows. For insurers, this means a narrowing premium base without reducing the risk burden.

For Ukrainian insurers, the Green Card segment is increasingly transforming from a mass-market product into a high-liability segment, where financial discipline and average loss control are crucial to maintaining business stability, Forinsurer added.
