UKRAINE: Over 64% of MTIBU's regulatory payments from the Victims' Protection Fund in July were for the insurers that lost their membership in the Bureau

In July 2025, MTIBU (Motor (Transport) Insurance Bureau of Ukraine) made regulatory payments from the Victims' Protection Fund in the amount of UAH 85.1 million (~EUR 1.8 million). The amount increased by 89.3% y-o-y, Forinsurer writes.

The largest share of payments in July was for the liabilities of insurance companies that lost their membership in the Bureau - UAH 54.6 million was paid in this category, which is 64.2% of the total. This growth is explained by the fact that now, based on the new payment mechanism, MTIBU can make payments for insurers excluded from the Bureau without waiting for a court decision on their bankruptcy. This significantly accelerated the payment process and strengthened protection of the rights of victims of road accidents.

The second largest category was payments to victims of accidents caused by owners of uninsured vehicles. In this category, UAH 26.3 million was paid, which is 30.9% of the total. Compared to July 2024, the amount in this category increased by 2.33%.

Separately, the MTIBU made payments of UAH 2.1 million to victims of accidents caused by drivers of preferential categories (combatants, persons with disabilities, etc.). In this category, payments decreased by 72.6% y-o-y, the source added.
